This was the first executive order drafted by the 2nd Head Judge Yifei Wang, who was nominated/elected as a substitute for the impeached 1st Head Judge Benji Chang. This executive was proposed after days of taxes from Shakthi Prasanna, originally appointed by Benji Chang. Many citizens grew tired of the excessive taxes and fines, and Yifei Wang proposed the executive order.
