Note 1.1: Revised in The Big Bodacious Bill
The government of the United Words of America shall be composed of a bicameral system, an Exec-Judicial Branch and a Legislative Branch.
Both branches shall have a month-long cycle. Terms start at 12am on the 1st of each month and end at 11:59pm on the last day of each month. Elections for both branches shall be held at least 3 business days before the start of the next cycle.
The Exec-Judicial branch shall be made of a Supreme Court named “The Supreme Word.” The Supreme Word shall be composed with 1 head judge and at least 2 other judges, appointed by the head judge. If there are not enough people present to conduct a trial, the trial shall be delayed to the next business day. However, if a long-term absence of a judge were to occur, a replacement shall be chosen by the other judges. If there is not enough time for judges to appoint a substitute, then the Legislative Branch shall appoint another member to serve the remaining time. Members of the Exec-Judicial Branch are elected by their head judge, who is elected every two weeks in the general election.
The Legislative branch will be voted upon by the members of each Paragraph. It is their duty to vote if a President is deemed unfit, in which they will be removed from office immediately. The duty of the Legislative Branch is to create laws and amend the Constitution. The Legislative Branch shall be composed of at least 3 members, nominated by the people.
Government officials shall be nominated by the people of the United Words of America. The next or current business day after elections, elected head judges must announce their nominations for the other judges. If a nominee were to decline, there shall be a second round of nominations. If nominations are unable to complete before the next cycle, the Legislative Branch shall appoint a judge. Legislative officials shall be picked by the people and officials during elections through a ranked-choice voting system.
Building upon Artickle 1 Section 2, elections shall be held by Yifei Wang until he decides to quit or is deemed unfit through the same process mentioned in Artickle 2 Section 3. If he is leaving his position, a substitute shall be selected by the Legislative Branch. The Election Conductor has the duty to create a Google Form or other form substitute to conduct elections and must update the website and members accordingly.

The prohibited word shall be BALD, which shall from now on be referred to as “The Word”. Saying “The Word” shall now be referred to as “Word Crime.” “Word Crime” is hereby defined as saying, saying something resembling, or defining in a clear manner “The Word.”
If a citizen of the United Words of America is to commit a crime, they shall have a right to a fair trial (as described in Amendment I, Section III) with the Supreme Word (Exec-Judicial Branch) of the UWA. If a 50% majority of the judges vote guilty, then that member shall be charged with their crime. To decide punishment, at least a 50% majority of judges must agree on a punishment.
If a member of the Inner-government (hereby defined as a member of the Exec-Judicial or Legislative Branch) is to commit a crime or found to be not completing their duties, they shall have a right to fair trial (as defined by Amendment I, Section III) with the inner-government. If at least a 2/3s supermajority is achieved, they shall be convicted of their crimes. Then, at least half of the inner-government must agree on a punishment to be carried out. Then, at least 2/3s of the inner-government must agree on a replacement. The replacement must follow all term limit rules and may not have any outstanding or ongoing punishments prohibiting them from running in elections or being in office.
If a member of the outer-government (hereby defined as any official UWA governmental agencies/ministries outside of the inner-government) is to commit a crime or found to be not completing their duties, they shall have a right to a fair trial (as defined by Amendment I, Section III) with the inner-government. If a 2/3s supermajority is achieved, they shall be convicted of their crimes. Then, at least half of the inner-government must agree on a punishment to be carried out. Then, at least 2/3s of the inner-government must agree on a replacement. The replacement must follow all term limit rules and may not have any outstanding or ongoing punishments prohibiting them from running in elections or being in office.
Trials shall be conducted by the Exec-Judicial Branch, where members of the branch vote guilty, not guilty, or declined vote. Each member gets 1 vote, but if there is a tie, the head judge shall get 1 extra vote for a tiebreaker. A trial must be held when all Supreme Word members are present. Any citizen or government official has the right to call for an Impeachment Trial.
Note 3.1: This section does literally nothing, as the Legislative Branch had that power anyways. The writer of this section, Yifei Wang, claims that he "had no idea what he was doing," but added it since "it looked cool."

Amendments shall only be brought up by the Legislative Branch. The proposed amendment must receive at least ¾ in favor within the Legislative Branch, and then receive at least ¾ in favor within the Exec-Judicial Branch.
The passing of this Constitution shall require the approval of at least 75% of current citizens. The deadline for the first round of passing shall be 1/28/2025.
Permission is hereby granted to the Legislative Branch to draft at least one amendment containing rights and prohibited actions for citizens and officials. Still following the steps in Article III Section I, the Legislative Branch shall follow the required steps.
Citizens have the right to express themselves in any way and be free from punishment as long as they do not express The Word (refer to Article 2 Section I of The Constitution). Expression of The Word with mal-intent may have a punishment from a minimum of a 1 pencil fine to maximum of an impeachment and ban from elections for up to 2 months. Expression of The Word without mal-intent may have a punishment from a minimum of a 1 pencil fine to a maximum of a 5 pencil fine. If word crime is committed with other crimes, punishments may be harsher. The Word may also be freely expressed in a trial setting. The Word may also be expressed if the person being referred to has little to no hair on their head or is clearly in the process of becoming someone with little to no hair on their head.
Every person shall have a right to a fair trial in UWA court. The trial must be fair, speedy, lawful, and in front of the appropriate bodies of government. Citizens have the right to present defense and witnesses. All citizens are equal before the law.
Trials may only be conducted when every person in the voting body confirms that they are present in-person OR online.
Persons shall not be tried twice for the same case where they break a law. Persons shall not be punished in any extra way if they choose to withhold information. Punishments must not be cruel or unusual.
Citizens have the right to bring legal counsel to cases and access to legal counsel mustn’t be unreasonably limited.
Only UWA citizens may be employees of the UWA government. Members may only be in one leadership position (defined below). They may be in as many employee positions (defined below) as they would like.

Other positions of outer-governmental ministries
All US Federal Laws shall be applicable to the UWA unless overridden by a 2/3s vote in the Exec-Judicial Branch. If a UWA Constitutional or Federal Law contradicts a US Federal Law, the US Federal Law shall be nullified in the UWA.
This Constitution and amendments shall be applicable to UWA citizens and persons involved in UWA trials.
The Inner-Government shall have the power to represent the United Words of America. If a 75% supermajority is achieved, then a formal statement or opinion of the UWA is to be released and distributed. War declarations shall also follow this process but must undergo a revote every week.
The number of seats in each branch of the inner-government shall remain the same. To increase the seats in a branch, every single member in the inner-government must approve.
Federal laws may only be proposed by legislators in the Legislative Branch. They shall be organized as: Titles > Chapter > Federal Laws. Federal laws may not contradict the Constitution.
Inner-government officials may only serve for two terms in a row in a specific position. After, they must either wait a term or serve in a different position.
To create a new outer-government ministry or department, at least a 2/3s supermajority must be achieved throughout the entire inner-government and a federal law must be passed to appropriate powers and lead positions.

Publicly available
The term publicly available, as used in UWA law, shall be defined as: Available to the general public of the UWA with no unreasonable barriers, any costs, or limits.
UWA law
Including the Constitution, its amendments, UWA federal laws, and any other laws that are applicable to the UWA.
Any government activities of substantial length in which government-related topics are discussed between 3 or more government members shall be made publicly available when asked and reasonably possible with, at a minimum, a general, non-biased summary.
Propositions of UWA law to either branch must be publicly available. This includes the first proposal, any version being voted on, and the passed edition. All votes on propositions must be publicly available.
Trials and cases must have, at a minimum, a publicly available ruling (including votes per judge) as well as a brief case report.

Unless specifically overridden by another law in Title 1, Chapter 2, outer-government ministries must provide logs and pertaining information to their operations and services if a ½ majority is achieved in both branches.

UWElections shall have the authorization, with reasonable inherent powers, to conduct fair elections and operate the website.
All voters have a right to complete their ballot without external bias, roadblocks, or any kind of limiting factors. They also shall have the right to keep their ballots private. Their ballots and its contents shall not be disclosed unless explicit permission is given to UWElections.
UWElections must publish results fairly and timely for each election.
If a 2/3s majority is achieved in each branch of government, then UWElections shall be authorized to release up to all voter logs, ballot information, and internal reports for the most recent election.

UWImmigrations shall have the authorization, with reasonable inherent powers, to conduct outreach and immigrations services for the UWA.
Title 1: Government Operations > Chapter 2: Outer-Government > 4: UWDefense
UWDefense, with the authorization of 2/3s of the Exec-Judicial Branch, may conduct operations and missions to ensure the safety of citizens, government members, and the future of the UWA. When conducting missions, they must follow all applicable UWA laws.
Arrests and any form of restraining must be done with proper 2/3s authorization from the Exec-Judicial Branch unless the issue is immediate and probable cause is found. During the process, UWDefense must not exceed excessive force. All members involved during the restraining and arresting must be a member of UWDefense.
