The government of the United Words of America shall be composed of a bicameral system, an Exec-Judicial Branch and a Legislative Branch.
Both branches shall have a two week cycle, one from the 1st to the 14th, and the second from the 15th to the end of the month. On the first day of each new cycle, new sets of members shall be inducted through a ceremony in the homeroom to begin their cycle. Elections for both branches shall be held at least 3 business days before the start of the next cycle (ex. If the 27th and 28th are weekends, elections shall be held on the 26th, and a new cycle starts on the 1st of next month).
The Exec-Judicial branch shall be made of a Supreme Court named “The Supreme Word.” The Supreme Word shall be composed with 1 head judge and at least 2 other judges, appointed by the head judge. If there are not enough people present to conduct a trial, the trial shall be delayed to the next business day. However, if a long-term absence of a judge were to occur, a replacement shall be chosen by the other judges. If there is not enough time for judges to appoint a substitute, then the Legislative Branch shall appoint another member to serve the remaining time. Members of the Exec-Judicial Branch are elected by their head judge, who is elected every two weeks in the general election.
The Legislative branch will be voted upon by the members of each Paragraph. It is their duty to vote if a President is deemed unfit, in which they will be removed from office immediately. The duty of the Legislative Branch is to create laws and amend the Constitution. The Legislative Branch shall be composed of at least 3 members, nominated by the people.
Government officials shall be nominated by the people of the United Words of America. The next or current business day after elections, elected head judges must announce their nominations for the other judges. If a nominee were to decline, there shall be a second round of nominations. If nominations are unable to complete before the next cycle, the Legislative Branch shall appoint a judge. Legislative officials shall be picked by the people and officials during elections through a ranked-choice voting system.
Building upon Artickle 1 Section 2, elections shall be held by Yifei Wang until he decides to quit or is deemed unfit through the same process mentioned in Artickle 2 Section 3. If he is leaving his position, a substitute shall be selected by the Legislative Branch. The Election Conductor has the duty to create a Google Form or other form substitute to conduct elections and must update the website and members accordingly.
Note 2.1: Amendment I, Section I allows citizens to say The Word if the person they are referring to has "very little to no hair in the center region of the top of their head."
Note 2.2: Parts of this law are usually ignored. Punishments usually vary and do not follow the directions mentioned in this section.

The prohibited word shall be BALD, which shall from now on be referred to as “The Word”. Saying “The Word” shall now be referred to as “Word Crime.” “Word Crime” is hereby defined as saying, saying something resembling, or defining in a clear manner “The Word.”
If a member of the United Words of America is to commit Word Crime or another crime, they shall have the right to a trial with the Exec-Judicial Branch. The members of the Supreme Word (Supreme Court) shall vote on the matter. If a majority of the members vote guilty, then that member shall be prohibited from participating in official events for 2 weeks, starting from the day after the trial.
If a member of the Exec-Judicial Branch is to commit Word Crime or another crime, they shall have the right to a trial with the rest of the government body. Members of the Legislative Branch and other Exec-Judicial Branch members vote whether to impeach them. A total vote of at least 66% is required for them to be impeached. When impeached, they shall be removed from their position, and replaced with a substitute nominated by the Exec-Judicial Branch. The substitute shall complete the remainder of the term of the original. The impeached official shall be prohibited from running for office for 2 weeks, starting from the day after the trial.

Trials shall be conducted by the Exec-Judicial Branch, where members of the branch vote guilty, not guilty, or declined vote. Each member gets 1 vote, but if there is a tie, the head judge shall get 1 extra vote for a tiebreaker. A trial must be held when all Supreme Word members are present. Any citizen or government official has the right to call for an Impeachment Trial.
Note 3.1: This section does literally nothing, as the Legislative Branch had that power anyways. The writer of this section, Yifei Wang, claims that he "had no idea what he was doing," but added it since "it looked cool."
Amendments may be required in the future of the United Words of America. Amendments shall only be brought up by the Legislative Branch. The proposed amendment must receive at least ⅔ in favor within the Legislative Branch, and then receive at least ⅔ in favor within the Exec-Judicial Branch.
The passing of this Constitution shall require the approval of at least 75% of current citizens. The deadline for the first round of passing shall be 1/28/2025.
Permission is hereby granted to the Legislative Branch to draft at least one amendment containing rights and prohibited actions for citizens and officials. Still following the steps in Article III Section I, the Legislative Branch shall follow the required steps.
All citizens, full or temporary, are given the right to express their own opinions, through any format in a non-harassing way, as long as they are not including the forbidden word (refer to Article 2 Section 1 of the Constitution). Citizens are allowed to say the word if the person they are referring to has very little to no hair in the center region of the top of their head.
Every citizen, full or temporary, is given the right to call for a trial, which must be brought up to government members for a vote, of which the government must conduct a vote. They must all have a right to a fair, speedy, and lawful trial when tried in front of the appropriate body of government(s). Citizens have the right to bring their own witnesses to back them up.
Trials must only be conducted when all members of the required group are present in-person. They must hear all facts brought up by the defendant. A citizen shall not be tried for the same incident. A citizen shall not be punished in any extra way if they withhold information, if they choose.
Impeaching outer government officials can be done if the Exec-Judicial branch decides to impeach them by a vote of at least ⅔. When impeached, they must promptly leave their position. Their punishment shall be decided by the judges and shall not exceed a banishment from political participation for 1 cycle. Then, within the next 2 business days, there must be an election for that position. If the election conductor is the member being impeached, then the election shall be held by the Head Judge. A person who is another outer government official shall not run for this position.
When impeaching citizens, they will be sentenced to the following based on the severity of their crimes after at least a 50% majority in the Exec-Judicial Branch. They can be deported for a cycle(s), prohibited from political participation for a cycle(s), or they may not be allowed to vote for a cycle(s). When deporting a person, that person shall first have their card taken from them. Then, they will resign from all positions of governmental authority immediately. They then shall wait until the next election cycle in order to become registered again into the UWA unless given restrictment from the immigration officer.
It shall be treason to be a citizen of both the UWA and another country (other than the U.S. or U.S. approved dual-citizenship) unless given permission from the Head Judge.. If a citizen is impeached of treason, they shall be immediately deported.
Immigration Services shall have the power to admit citizens into the country. To deport a citizen, that citizen must have followed the process listed above and in the Constitution.
When the head judge is held on trial, ⅔ of the legislative branch must agree to the action they choose in order to make that their one vote and the other judges still cast their normal votes.Amendment III: Limits and Responsibility?
It shall be the Legislative Branch’s power to create new positions. They shall only create positions for the outer-government. The motion to create a new position must be approved by all members of the Legislative Branch and at least half of the members of the Exec-Judicial Branch.
This Constitution shall be the supreme constitution, and shall be in effect until the end of time. Any contradictions of this Constitution shall be considered unconstitutional.
A member of the outer government is not allowed to run for Head Judge, but they can be nominated by the Head Judge to participate in the Exec-Judicial Branch and run in Legislative Branch elections. A member of the inner government is not allowed to also be in the outer government. A member may only be a part of one branch in the inner government.
Executive Orders shall only be used in severe cases when the sake of our country is at stake and must be agreed to by a 50% majority of the Legislature and all of the Exec-Judicial. Executive Orders can be repealed if a 66% majority is achieved in any inner branch of government.
It shall be the Legislative Branch’s power to declare war on another country. If a supermajority of at least 75% is achieved, then war shall follow. Every week during wartime, the Legislative Branch shall conduct another vote as to whether or not the war continues.
The total number of seats each branch of the Inner Government shall remain the same. Due to the previous statement, if any branch would like to add more members, the entire inner government shall conduct a vote and achieve at least a ⅔ supermajority.
Elections shall now be held once per month, rather than twice a month. They shall be held 3 days before the first day of the next month, (e.x. 2/26/2025, since 3 days later is 3/1/2025).
Election Conductors are now required to publish election results fairly, including votes per candidate, percentages, and total voters.
Voters have a right to privacy in elections. It is now illegal for the Election Conductor to share, distribute, or target a single person’s ballot results without their consent.
When the inner government needs to vote on something they no longer must wait to vote in person, they will be able to vote online on anything that needs to be voted on. When presenting this vote, there must be evidence of the official vote otherwise it will be considered null.
When an outer government member is on trial the case must be voted on by the legislative branch and exec-judicial branch. To decide the case a side must have at least 2/3’s votes.
Nobody can hold more than one position in the UWA. An outer government official cannot be elected as a judge and keep their outer government powers. This also means they cannot be head judge, legislative branch member, or have another outer government office without giving up their other powers. Examples; Immigration officers cannot be a judge or any other inner government position without giving up their powers. An exception; Election conductors can be in other offices as it is not considered a real position.
All branches of government are prohibited from dealing out cruel and unusual punishments. This will entail dealing out an unfair punishment for a minor crime. If this is found to be happening it is the power of the opposing branch to veto it (a veto can only happen if at least 2⁄3 's agree).
When detaining someone there must be probable cause and in court it will be decided if that was there. When arresting someone you must have a warrant signed by 2/3’s of the exec-judicial branch. In both cases of arresting and detaining someone, the person doing the arresting or detaining must not exceed reasonable force. The person doing the arresting and detaining must be in the UW Defense Organization.
No person can be tried for the same incident of a crime more than once. This means that if someone says the word in a class and got proven innocent they cannot be tried for that again. But if someone commits Word Crime, finishes punishment, and then says it again they can be tried again.
When the head judge is on trial the legislative branch and/or the exec-judicial must vote on whether to impeach them. The legislative branch to solely vote will need all the members to agree. If the exec-judicial votes they need a 2⁄3 's majority and a 2⁄3' s majority in the legislative branch to impeach the head judge.
All current and future laws in the United States shall be made applicable to the UWA as well unless overridden by an override. An override nullifies a US law from being applicable in the UWA and must follow the same passing requirements as an amendment. An override may not override a UWA law.
