With the passage of this Constitution, the NUWA and the UWA shall merge to form The United Words of America (UWA). All war declarations shall also be nullified between. All citizens shall have full citizenship rights within the new country and have a clean record.
The following government shall be the initial 0th Preliminary Government. The Legislative and Executive Branches shall be replaced the midnight after their replacements are elected and verified and serve for the rest of the April 2026 term.

The Judicial Branch shall be composed of three equal judges. It is their duty to interpret how the law may apply to and rule on specific cases. Judicial Branch members specifically may not serve the role as a prosecutor. Each judge serves until they resign or are impeached.
Judges may be nominated with at least a 2/3s supermajority approval in both the Legislative and Executive Branches.
Judges may be impeached with all in favor in a branch and a 2/3s supermajority in favor in another branch. A replacement must then be nominated by 2/3s approval in both the Legislative and Executive Branches.
The Legislative Branch shall be composed of a Head Legislator and two other Legislators. For the Legislative Branch as a whole, it is their duty to draft, propose, and pass laws and amendments. Legislators shall be elected using a “borda count” system. In the system, voters may choose up to three candidates, and they get 3 points for 1st selection, 2 points for 2nd selection, and 1 point for 3rd selection.
The Head Legislator is the Legislator who gets the most points in a race. If there is a tie for 1st, then the current President may choose who the Head Legislator is between the tied candidates.
In propositions, if there is a tie, then the Head Legislator may cast an additional vote.
Legislators may be impeached by at least 2/3s in favor in at least two branches of government. A replacement must then be elected by a special election, or in the next general election if there is less than a week until then. In the meantime, a majority vote in the Executive Branch may serve in place of the missing Legislator’s vote.
The Executive Branch shall be composed of the various official UWA ministries, and directed by the President. The President shall be elected during elections by a first-past-the-post system. In the event of a tie, voters’ second choice shall be added. In the case of a third tie, a runoff election may be held.
The Executive Branch shall be composed of the various official UWA ministries, which may be made by appropriating powers using Federal Laws. Each ministry may have one leader, who is then a voting member of the Executive Branch.
Executive Branch members may be impeached by at least 2/3s in favor in at least two branches of government. Their replacement must then be nominated by the President or a simple ½ majority in the Legislative Branch, and then confirmed by a simple ½ majority in the Legislative Branch. Other nominations may follow the aforementioned process.
Additional ministries may be added to the Executive Branch, but each must have a leader with a voting seat in the Executive Branch. Ministries may be created with federal laws.
UWElections shall be the ministry in charge of handling the official website, election-related tasks, and clerking responsibilities if other government organizations request so. UWElections shall be the only ministry not to be in the Executive Branch.
The Clerk may be impeached by all in favor in all three branches.
Terms for all members in the Executive and Legislative Branches shall be the length of each month, starting on the 1st and ending at the end of the last day of the month.
The June, July, and August terms shall be merged into one Summer term, with elections for it as regularly scheduled in late May. The September term shall continue as normally with its election as regularly scheduled in late August. It shall be noted that all other special electoral operations shall continue as needed during this electoral pause.
Citizens may only hold one official government voting position at any time. Only citizens may be in any kind of government position.
Legislators and the President may only hold their position for two consecutive terms. To hold their position again after, they must take a one term break from that position. For this clause, all 3 positions in the Legislative Branch are considered as one “position.”
Representation matters, including the release of official statements and opinions of the United Words of America, may be made through a simple ½ majority in the Executive Branch and a simple ½ majority in the Legislative Branch.
War declarations must be proposed in the Legislative Branch and receive a 2/3s supermajority in the Legislative Branch as well as a 2/3s supermajority in the Executive Branch. It must be voted on at least once per week. The Judicial Branch may strike down the war declaration with all judges in favor.
All processed through the UWA Judicial System have a right to defend and sue in fair trials. All defendants have a right to provide one individual for legal counsel.
To ensure a fair trial, all members of the voting body have a right to hear an opening statement, continued arguments, and a closing statement before ruling.
If the Head Judge or the Judge sues a non-government citizen of the UWA, then the trial shall be held with the Legislative Branch.
In addition, Frivolous Lawsuits shall be a criminal offense, and defined as consistently suing multiple times for frivolous matters.
For all non-major-government members (defined below), they may be convicted if more than ½ is achieved in the Judicial Branch if they are sued by a non-Judicial Branch citizen.
If a member of the Judicial Branch is suing, then the trial shall be held with the rest of the Judges as well as the Legislative Branch, with the Legislative Branch getting one vote total in place of the suing judge’s vote.
A major government member is a member of the government with an official vote for official government purposes and matters.
Only the President may sue for criminal offenses, which are actions specifically specified as such by law, ONLY if witnesses refuses to sue (and has not settled) or if they are clearly suing maliciously,
Hearings, conviction, and punishment deliberations against UWA government members may follow the same guidelines as their respective impeachment requirements.
All people of the UWA are guaranteed rights to freedom of speech, expression, press, protest, and thought, with reasonable limits as specified in law. The banned words/phrases shall be “BALD”, “Your mom”, and “six seven”, and any form of expression of it or a similar word for any reason other than its intended meaning shall be a criminal offense.
Constitutional Amendments must first be proposed in the Legislative Branch. It much achieve at least ⅚ in favor between the Legislative and Executive Branches.
All United States Federal Laws may be applicable to the UWA if brought up during a case, with applicability and terms being transferred reasonably. US Federal Laws may be specifically repealed or reinstated in the UWA by a majority in favor in the Executive Branch and a majority in favor in the Judicial Branch. Both US and UWA Federal Laws may not violate the Constitution, as the Constitution is the supreme law of the land.
UWA Federal Laws must be proposed in the Legislative Branch and receive 2/3s in favor in the Legislative Branch and approval from the President.
Citizens may propose citizen initiatives, which are federal laws. They must first receive at least 25% of the population’s signatures, and then receive a 2/3s supermajority in favor in the next general election.
